There appears to be serious misappre-
hension in regard to the question of
recognition.
When the negotiations were
about to be opened it was publicly stated
in Parliament that we were dealing with the
existing Government at Canton as representing
the local administration. So far as we are
aware, the Canton Government have accepted
this position and entered into negotiations
on this understanding.
